Summary / Abstract (Note)An important objective of a federal setup is to induce federating units to put in efforts to realise their potential resource levels. In India, such efforts by states are given weightage in schemes of tax sharing and grants-in-aid by successive Finance Commissions, and in allocation of plan grants by the Planning Commission.
