The paper addresses how future strike threats affect the optimal choice of technique when the latter is part of a 'putty-clay' investment decision. The conclusion is that strike proneness are found in support of this result. The possibility of strikes means that capital equipment may be unused during some future periods making labor intensie techniques more profitable.
