Summary/Abstract This paper is concerned with the rice trade policy, especially the import policy of the Philippines which has been the second largest importer of rice in Southeast Asia, next only to Indonesia. The purpose of this study is not to reassess rice policies, but rather to provide a better understanding of how rice trade policy has operated in the past.
