This paper is concerned with the rice trade policy, especially the import policy of the Philippines which has been the second largest importer of rice in Southeast Asia, next only to Indonesia. The purpose of this study is not to reassess rice policies, but rather to provide a better understanding of how rice trade policy has operated in the past.

This paper is concerned with the changes in labor utilization due to the introduction of modern rice technology. We will construct a simple graphic model of factors influencing labor utilization in rice prodcution. Next, we will compare labor utilization in different rice growing areas in Asia, but our major focus will be on Philippines.
